About Us

Emanuel Price is a nationally recognized advocate for criminal justice reform, reentry services, and community empowerment. He founded Second Chances Are For Everyone (SCAFE) in 2007 in Portland, Oregon, to support individuals transitioning back into society following incarceration.

Through comprehensive services—including workforce development, legal system navigation, mental and spiritual health referrals and immediate needs support—SCAFE has impacted countless lives across Oregon and Washington, D.C.

Emanuel’s leadership extends into public service and education, having served as a SUN Site Coordinator and Restorative Justice Facilitator in Portland Public Schools, and later as Director
of the Multnomah Youth Commission within Multnomah County’s Office of Diversity and Equity. He played a critical role in the successful passage of Oregon’s “Ban the Box” legislation,
House Bill 3025, which significantly expanded employment opportunities for people with
criminal records.

SCAFE inc. was founded with a deep understanding of the needs of formerly incarcerated individuals and the barriers they face after prison. Our team of subject matter experts brings lived experience to the table, allowing us to offer personalized support and guidance.
