Emanuel A Price
In 2007, Emanuel transformed his passion for justice and equity into action by founding Second Chances Are For Everyone (SCAFE), a nonprofit
organization based in Portland, Oregon. SCAFE is dedicated to supporting individuals—men, women, and youth—who are reintegrating into society following incarceration. The organization offers a range of services including Employment advocacy

With a strong foundation in community engagement, Emanuel has cultivated lasting, multi-cultural, and intergenerational relationships across underrepresented communities. Prior to joining Multnomah County’s Office of Diversity and Equity as Director of the Multnomah Youth Commission, he served in Portland Public Schools as a SUN (Schools Uniting Neighborhoods) Site Coordinator and as a Restorative Justice Facilitator and Educator.
Among his many achievements, Emanuel played a key role in the passage of both a local “Ban the Box” ordinance and Oregon House Bill 3025—legislation that has increased employment opportunities by 70% for individuals with prior convictions.
A proud Portland native, Emanuel believes that meaningful change begins within our own communities. In 2018, he relocated to Washington, D.C., where he launched SCAFE Inc. to expand the organization’s impact. Today, SCAFE continues to serve the district and beyond with a focus on quality, integrity, and community-centered solutions.
Emanuel is a recognized subject matter expert in criminal justice reform and reentry services. His recent leadership roles include:
